You walk out to the fountains, where you can indeed see them. However, there is a good deal of rope and chain that prevents you from getting closer to it. You hear, from a distance, a bit of a song being sung by a male voice.
"We shall sing....along....with the Fountains of Glory...."
Without any other thing to do, you turn around and head back.
